Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for resolving the conflict appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are released from various governments. Significant resources is allocated on restraining certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a ability afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to counter approaching aerial threats roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Shortly after, Kyiv's missile defense activated: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment creates sudden vibrations, rattling buildings. The moment of terror quickly gives way to grim resignation: maybe the incoming missile won't strike its target this time, sparing the city from ruin and further power outages.
Persistent Threats
Following this, a heavy machine gun opened up on a drone somewhere nearby, part of a defensive team – probably allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it maintained course toward its target.
Intermittently, this carried on until dawn. Kyiv faced the early updates: several casualties, devastation and heating outages in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still continued their routines – experiencing conflict. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a need that regional partners are evidently unprepared to replace in the near term.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, controversy and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and international summits.
Every new initiative from American administration adheres to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, certainly, continue.
Strategic Calculations
It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. US administration functions according to a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is impossible to pressure the Kremlin to relinquish the territory that it currently occupies in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does nothing to deter Moscow, through statements or actions, from thinking that the status quo will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing people and territory but preventing a entire defensive failure until circumstances change in its benefit.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unsuitable, so that their priority does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains very improbable that this will modify their basic position.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a just a single week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
